Now i’m only getting around 30-50 FPS on very high settings. I’ve tried changing the thermal paste on my CPU, lowering the settings, and updating my bios, yet none of those have done anything to improve performance. Finda den for any of those animals, find a nearby camp or guard on the road. Kill a guard and put him on your horse. Bring the guard to somewhere overlooking the den and drop the dead body down onto the animals. This way they won't "see" you but will see the body and will go and take a bite.

Ifother games aren't using all of your gpu then you must be cpu bound, meaning it's a bottleneck and isn't fast enough to feed your gpu instructions when it needs them.
